Default client ceiling on the relay tip (MIST): 0.005 SUI, ~8× the worst-case tip of the operator's linear 100_000 + 1/KiB relay at a 100 MiB upload (624_288 MIST). It bounds what a hostile relay can charge while never rejecting a legitimate upload. A relay with a higher tip needs a higher uploadRelayMaxTipMist.
