Check policy against the rule access_gate::new_gate_policy enforces, without a chain call. Returns the violated rule, or null if the policy is valid.
The rule: freezeRequiresUnpaused || !(pauseBlocksDecryption || pauseBlocksAccess). A policy whose pause blocks decryption or access must also forbid freezing while paused; otherwise an admin could pause and freeze the gate, after which no holder could consume a pass or decrypt, ever. lockCommissionOnFreeze is unconstrained. buildCreateGateTx applies this check before it builds anything.
